SalesCrew ranks first here: it includes unlimited seats on every tier, from $299 a month, so the bill stays flat as your team grows.

The short answer

  • SalesCrew includes unlimited seats on every tier: Core is $299 a month, Outbound $699 and Agency $1,200.
  • Clay lists unlimited seats on all plans and prices usage by actions and data credits, per clay.com/pricing in September 2026.
  • HubSpot's free CRM covers 2 users and Zoho CRM's free plan covers 3. Both price paid plans per seat, per each vendor's pricing page in September 2026.
  • Close, Pipedrive and folk price every paid plan per user, so their bills rise with each hire.

How we ranked these CRMs

You searched for a CRM that doesn't charge per user, so seat model carries half the score. A CRM with no seat count on any plan scores highest. Unlimited seats with usage metering comes next, then a free plan with a user cap, then per-seat pricing on every paid plan.

The other half splits two ways. What the base price includes counts for 30%: pipeline, inbox and sending in one bill. Agent access counts for 20%: whether an AI client can work the CRM through an MCP server or an API.

We read every rival's price and seat terms on its own pricing page in September 2026. SalesCrew figures come from our published price list. Disclosure: SalesCrew is our product, and the criteria were set before any entry was scored.

How to choose a CRM without seat fees

Start with who will log in. If contractors, assistants or client staff need access, a per-seat plan charges you for each of them. SalesCrew gives every one of them a full seat, scoped by channel, Upwork profile and area, at the same $299.

Then check what else is metered. Clay's seats are free, and its actions and data credits are the bill. SalesCrew meters only AI, with about 5,000 model calls a month on Core, an alert at 80% and manual work that never stops.

Last, check agent access. HubSpot, Close and Pipedrive each list an MCP server on their own sites. In SalesCrew, every action in the app is also an MCP tool, and every AI-proposed send waits in one approval queue you control.

Questions

Is there a CRM with unlimited users that doesn't charge per seat?
Yes. SalesCrew includes unlimited seats on every tier, from $299 a month on Core. Clay also lists unlimited seats on all plans, but it meters usage through actions and data credits instead. Every other CRM on this page charges per user on its paid plans.
Does unlimited seats mean every user gets full access?
In SalesCrew, yes: every user is a full seat, and access is scoped by channel, Upwork profile and area. You decide what each person sees. The same scopes apply to the MCP tokens an AI client uses.
What does a 10-person sales team pay on SalesCrew?
The same as a 2-person team. Core is $299 a month, Outbound is $699 and Agency is $1,200, and none of the tiers counts seats. Adding a rep, a contractor or an assistant never changes the bill.
Is the AI metered even though seats are unlimited?
Yes, and the cap is stated up front. Core carries a fair-use allowance of about 5,000 model calls a month, with an alert at 80% and a stop at 100% for AI only. Manual work never stops, and 1,000 extra credits cost $10.
Why isn't a given CRM on this list?
Each entry needed a seat model and a price we could read on the vendor's own pricing page in September 2026. A tool we couldn't source that way is left out rather than guessed.
