How much does Bullhorn cost?
Bullhorn Starter is $99 per user a month and Core is $165. Every tier above that, including the one with the sales pipeline, is quoted.

The short answer
- Bullhorn costs $99 per user per month on Starter and $165 per user per month on Core. Those are the two plans with a published price on bullhorn.com as of September 2026.
- Bullhorn Pro and Bullhorn Max, which add Amplify AI, are priced by quote. So are the larger-agency plans: Front Office Growth, Front Office Enterprise and Bullhorn One.
- Bullhorn prices per user, so your monthly bill rises with every recruiter you add.
- Bullhorn's Recruitment CRM, the sales pipeline for winning new client business, sits on the quote-based Pro plan for small agencies.
What moves your Bullhorn bill
Three things set what you pay. First is your number of users, since both published plans are priced per user. A team that grows from 5 recruiters to 15 pays for 10 more seats.
Second is your tier. Starter covers the core applicant tracking work. Core adds the app marketplace with 300+ partners, custom fields and workflows, LinkedIn integrations and an email sidebar. You'll need Pro, which is quoted, for the recruitment CRM, AI search and match, and process automation.
Third is AI. Bullhorn Max adds Amplify Digital Workers for agentic screening, matching and multi-step outreach, and the AI and automation products are all quoted. If AI is part of your plan, get it in writing in the same quote as your seats.

Pricing the business-development side separately
You may already split the job in two, as many staffing agencies do. Candidates, jobs and placements stay in the ATS. Winning new clients, following up with hiring managers and running outbound happen in a sales CRM.
If that's your setup, SalesCrew prices the sales side by tier, not by seat. Core is $299 a month with unlimited seats, so every recruiter who does business development gets a login. You get cadences on your own mailboxes, a data bank for prospect lists, a pipeline and a unified inbox. Every action is also an MCP tool, and your data sits in its own database.
