How the three differ in practice

Twilio

The most infrastructure-level option of the three. Pure API access with Twilio's own per-message handling fee stacked on top of whatever Meta charges for the template type used. There is no bundled inbox or automation layer. A team using Twilio directly for WhatsApp is expected to build or buy that interface separately. Not for: a team wanting a ready-made agent inbox without additional development work.

When none of these is the answer

A business sending only occasional WhatsApp messages to a handful of contacts, without a team inbox or automation need, does not need a dedicated API provider or platform. The free WhatsApp Business app itself, used by one person, covers that volume without a monthly subscription or per-message fee structure.
