Does Salesforce allow cold email?
Not in bulk. Salesforce's use policy bans unsolicited email to significant numbers of people you have no preexisting relationship with.

The short answer
- Salesforce's Acceptable Use and External-Facing Services Policy, last updated 8 July 2025, prohibits sending unsolicited emails to significant numbers of email addresses belonging to people or companies with whom you have no preexisting relationship, so bulk cold email falls outside it.
- The same Salesforce policy bans harvesting web properties to find email addresses and emailing anyone who asked to be removed from a list.
- Salesforce treats a breach of the policy as a material breach of the customer's main agreement, which puts the whole contract at risk.

Salesforce draws the line at bulk sends to strangers
Salesforce's policy doesn't ban email to people you haven't met. It bans unsolicited email to significant numbers of them. A rep writing one-to-one to a prospect is ordinary sales work. A sequence to 5,000 sourced addresses is what the policy describes.
The policy lists other spam activity too. You can't send in breach of CAN-SPAM or any other anti-spam law. You can't harvest websites for addresses. And you can't email people who asked to be removed. Each rule applies to every Salesforce service, including Sales Cloud and Marketing Cloud.
