A tool that dials the next number on a list the instant a rep finishes the last call, cutting out the manual dialling time between calls.

As soon as one call ends, it places the next one automatically. The rep spends their time talking instead of dialling. The rep is on the line for every single call, one to one. That is what sets it apart from a predictive dialer.
A predictive dialer calls several numbers at once, on the assumption that not everyone will answer. It then connects whichever call gets picked up to an available rep. That is faster in theory. It produces the well-known abandoned call. Someone answers and there is a pause or silence, because no rep was free yet. That is a bad experience and, depending on volume and jurisdiction, a compliance risk. A power dialer trades some of that speed for never producing an abandoned call in the first place.
