Why it matters

An IVR is the "press 1 for sales, press 2 for support" system that has routed business calls for decades. It works from a fixed decision tree: a set of prerecorded prompts and a limited set of recognised inputs, keypad digits or a small vocabulary of expected words. Anything the caller says or presses outside that tree either loops back to the menu or dead-ends.

The distinction that matters for anyone evaluating voice technology is that an IVR does not understand language; it matches inputs to branches. An AI voice agent, by contrast, processes open speech and can respond to whatever the caller actually says, including questions the menu designer never anticipated. Bolting an AI-sounding voice onto an IVR's fixed tree does not change what it fundamentally is: if the caller still has to fit the menu's options, it is still an IVR.
