The safe number is set per inbox, not by Google's cap
Google gives you a hard cap and a safe rate, and they are very different numbers. Google Workspace lets a paid user send 2,000 messages a day, and a trial user 500. Those limits exist to stop abuse of the account. They don't describe what inbox providers will accept as cold outreach from that account.
The safe rate comes from practitioners. In The Cold Email Infrastructure Playbook (Indie Hackers, 1 May 2026), Nadav Shanun puts the safe ceiling at "30 to 50 cold emails per day" for a fully warmed inbox. He also caps inboxes at 1 to 3 per domain, since more triggers cluster-level filtering.
Why so low? Filters judge cold mail by how people react. A new sender that emails hundreds of strangers a day, with few replies, looks exactly like spam. Forty targeted emails with real replies look like a person at work.

How to reach 2,000 cold emails a day safely
Scale out, never up. At 40 a day, 2,000 emails need 50 warmed inboxes. At 2 to 3 inboxes per domain, that is 17 to 25 sending domains. One inbox trying to send 2,000 would hit Google's cap and your spam folder on the same day.
Plan the warmup before the volume. Each new inbox ramps over 3 to 5 weeks, so a team that wants 2,000 a day next month buys domains and connects inboxes this month. Keep a few warmed spares, so a flagged domain gets swapped out rather than stopping the send.
